Does replacing the dryer vent hose actually fix anything?

Sometimes. The transition hose is the flexible piece between the dryer and the wall. Thin foil accordion and plastic crush flat when the dryer gets shoved back. That is the usual failure in tight basement and closet installs here. Pull the dryer out and look at the bend. If it is kinked behind the appliance, airflow is already gone.
